The issue with users is probably related to filters, make sure your user list is set to display ALL users.

As far as norton security, most likely it's the firewall or spyware protection that is the culprit. For example, I have just the norton antivirus, and I've never had any problems.

Instead of turning the security off completely, try to look for it's settings. There may be an option to set a certian URL as "trusted", or allow all requests, or something along those lines.

Found this on another site, give it a try and see if it helps:

IF you own NORTON READ THIS
1. Open Norton Internet Security
2. Click Options at the top and then "Internet Security" or "Personal Firewall"
3. Click on the Firewall Tab
4. Highlight 80 in the HTTP Port List and Click Remove
5. Click OK on the bottom

Removing port 80 from Norton Internet Security will not compromise security in any way. It will Disable the Ad Blocking Feature and allow your browser Type and Version to be known to websites requesting that information. All other functionality will remain intact.
